In the building, the major Kusanagi is asked if she’s ready. She gets angry after she was asked. She says that if she lets AI handles encrypted communications, even cats and dogs can hear it. Back to the armored vehicle, Aramaki orders to cut off Electromagnetic Shield of the building.

He mentions Former Prime Minister was killed in a bombing. He asks him to confess who leaked the Location of the Meeting. Ito is scared. He thinks he’s over. The man tells Aramaki that it’s impossible. He says that Ito and he will be on the same flight. The political asylum he sought has been approved, he even signed the affidavit.

Aramaki asks the man when Ito did it. The man refuses to answer Aramaki the question. Because he has no obligation. According to international law, he has the right to place Ito in protective custody, and take him back to the nation. Aramaki yells at the man. They request extradition based on international law. The man says that they will consider it after they receive the file.

Aramaki reminds Ito that he will die because of it. The man gives a cold laugh. He claims that his nation adheres to pacifism. The assassin Kusanagi shoots his head. Aramaki notices that she’s outside the window. But the cop says that the sensor doesn’t show it. Other police hold the machine guns to shoot the window. The window is broken. Aramaki runs to the window to check. He sees Kusanagi who just fell off the window. He’s shocked. The scene is very beautiful.

Kusanagi falls on the police car. the police car crushes. The cop gets the tracker. But it’s too late. Although Sakamoto, Maaya is the voice actress I like, I’m still not used to it. In the park, Aramaki calls Kusanagi. He asks her to go to Zone 4 to meet someone. But she doesn’t remember she signed any contract. She refuses to do the job because there’s no contracts. He tells her that the budget she asked to form a special unit has been approved. She asks Fuchikoma to view public records. Batou blames Kusanagi for making a disgusting sound. She explains it to him that the auditory components she implanted have a loose connection. He asks her if she’s really going to accept Public Security department’s deal.

She says that she needs the department if she wants to form the special unit. Batou points out that Aramaki is very shrewd. He worries that they will be annexed. Fuchikoma finds the report. Kusanagi learns that Aramaki didn’t lie. She cancels the cherry blossom viewing event.

Kusanagi asks everyone to prepare for mind invasion. Batou reminds her that wireless communications will be bugged. She explains it to him that she will use a defense procedure that was written by a wizard level Cyberbrain Technician to defend against hackers. It’s the tough stuff that can kill hackers. If he feels a stinging sensation, it’s his soul line, he shouldn’t continue to dive.

Batou gets in Kusanagi’s brain. He tells her that there’s so much noise in her head. Ishikawa asks Kusanagi about the bitter taste. He asks her if it’s sedatives. She asks the two guys if they got the Operational Intelligence. She threatens them that she will burn their brain cells if they don’t quit within two seconds. She complains that the idiots dived deep into her soul. She dislikes rude jerk gets in her brain.

The place takes in War Orphans and provides houses, education and the workplace. It’s a welfare facility. Kusanagi thinks it’s none of their business. She tries to leave. But Operator tells the major that there’s a soul controller inside the Relief Center.

Those guys are still developing ghost infiltration key in order to improve Brainwashing Rate. Kusanagi asks Operator if she wants her to steal it or kill it. Operator tells Kusanagi that her goal is to suppress and arrest when necessary. But Kusanagi points out that they don’t have evidence and search warrant. Operator claims that they have concrete clues. Kusanagi figures it out that the people of Public Security department plan to trick her to break through the Relief Center, and get back at her at court. She thinks she cannot resolve any problems if she does the thing that she gives up on halfway through. She wonders if the old monkey wants to frame her.

At the Relief Center, the kids line up for the food in the cafeteria. They sing a song that they’re very happy at the place. The teachers are gentle, and the food is the best. The dean scoops up a bowl of porridge into the kid’s bowl. The porridge’s calories are only 260. I’m surprised that the kids don’t starve to death. The kids thank Dean. Dean asks them to eat. They wolf down their food. The kid’s porridge is robbed by another kid. The kid stands up. He tries to take back his porridge.

But Dean presses the remote control. The kid gets an electric shock. He collapses onto the table in agony. She tells him that he doesn’t have to eat it if he doesn’t like it. She asks everyone to go to work. She provides them eating, sleeping and work. So they need to do things thoroughly to repay.

Kusanagi watches it through monitoring. She thinks it hurts. Operator wonders why Human Rights Protection Bureau doesn’t do something. The kid is taken to take a course. Kusanagi asks Operator for the footage of the course. Operator doesn’t have the footage. She feels sorry. The guy informs Kusanagi that Line 4 connected to the course. She grabs the line. He tells Togusa that the guard will sleep for 25 seconds. Togusa catches the kid. He puts a spider on his neck. He puts him back where he belonged. Ishikama withdraws his line. The guard is awake.

Ishikawa reports it to major that the guards were hired by the government. Batou asks Kusanagi if she’s sure that she wasn’t input Virtual Experience. She claims that her Defense Mechanism isn’t cheap. He thinks it will turn into a scandal if they force their way in. Who will face the consequences at that time. Is it them or those kids?

The kid lies on the ground. The three guards find him. The guard guesses the kid had anemia and he passed out. The kid will be brainwashed since he has fled three times.

Kusanagi asks everyone to prepare for the raid. She thinks a team like them is needed in any era. So they have nothing to lose. She says that she works with the old monkey to clean up those bad guys. Her soul is whispering in her ears that she should do something big.

The captain orders the guards to close the Drainage Channel. He says that the kid was grafted. Kusanagi hears the captain’s words. She tells Togusa that he was discovered. She asks him to retreat. He flees immediately. He doesn’t understand the guy knows he’s in the Drainage Channel. Was the information leaked? He realizes that it’s a trap. His tank hits the fence.

The captain tells the two guards that Sewer No. 17 was damaged. He asks them to go to check it. He finds Operator through the kid. She’s scared to scream. She’s killed. Her blood splatters on Batou. Kusanagi asks the guy to leave with her. She tells him that Operator will be fixed. He knows Operator will be loaded a new program. A puppet who has no ghost is really pitiful. Especially the type who has red blood flowing through her veins.

The captain is surprised that the girl didn’t resist when he burned her ghost. Did he burn an AI? He realizes that his rival is an expert. Kusanagi tries to contact Togusa. But she fails because her terrible hearing component.

He concedes defeat. He asks his rivals not to hurt his brain. He says that they do it for work. Major asks him to give her Ghost Infiltration Key and Ghost Controller. She will arrest him with the excuse that he broke in Cyberbrain. He realizes that they’re public security.

Major saves the kid. She asks him to go to create the future on his own. She leaves with other police. In the meeting room, Major and his people contact the old money Aramaki. He admits it to Major that the place is one of the government’s brainwashing facilities. He sent them there to give those guys a lesson because they acted recklessly without an order.

Minister of Internal Affairs wants to have a talk with Major. So Aramaki gives the phone to Minister of Internal Affairs. Minister of Internal Affairs tells Major that she did it too much. She points out that he knew she would do so. He mentions her request that she wants to establish a unit. He doesn’t know what to do after she brought the trouble. If she’s sincere, they can cut her some slack. She’s furious to control him to beat himself.
